Why doesn’t the plow do a better job clearing the snow from my cul-de-sac?

It’s very difficult for an operator of a large snowplow truck to maneuver in a cul-de-sac in such a manner as to clear all of the snow from around its center island area.  One of the primary purposes of a cul-de-sac island is to provide storage room for excess snow to be deposited during winter operations.  After a significant amount of snow accumulates within these areas, a front-end loader or backhoe loader and dump trucks are used to remove the excess snow which is scheduled based on availability of manpower and equipment.
